Technical Support – Solid Waste Management
When? 6 months, starting June 2014
Who? Students in their advanced study period
with an interest in sustainable development and
international cooperation (environmental,
mechanical or chemical engineering,
environmental sciences)
What? The internship is offered in the
framework of the National Solid Waste
Management Programme Egypt.
The intern will assist the programme office in
the design and implementation of SWM related
trainings, the cooperation with the SWM sector
in the Ministry of State of Environmental Affairs
and the analysis of financial aspects of SWM.

Background of the National solid Waste
Management Programme (NSWMP):
The Government of Egypt has launched a new
National Solid Waste Management Programme
(NSWMP) with the support of EU/German
development partners for sustainable
development of the Solid Waste management
(SWM) sector in Egypt.
The support from the EU/German development
partners combines technical cooperation
addressing the policy, legal and institutional
framework and providing capacity building at
the national and local levels (GIZ technical
assistance component) and financial
cooperation for investment in municipal solid
waste management infrastructure and services
(KfW/EU financial assistance component). The
two components combine together to support
implementation of the NSWMP by the Egyptian
Government.
For several decades prior to the Egyptian
Revolution, reforming the solid waste
management (SWM) sector received little
attention at the policy framework level.
Development efforts focused on the major cities,
Cairo and Alexandria, but also to a lesser
extent in some other more politically prominent
Governorates.
The agenda at that time catalysed the entry of
international waste management service
companies into the sector, to varying degrees of
success. Mostly, these large integrated SWM
contracts suffered from lack of synergy with
existing traditional SWM practices, a contract
management culture, which focused more on
identifying and enforcing penalties rather than
promoting shared risk and partnership, and
insufficient revenue to sustain the levels of
service provision expected.
Investment into the sector has stagnated;
unless an enabling framework is put in place at
a national level there is a significant risk that
service standards will continue to decline and
public health and environmental & living
conditions suffer as a direct consequence. To
address this situation, one of the most critical
issues being addressed within the NSWMP are
the shortfalls in the policy, legal and
institutional framework at the national level.
Government of Egypt has signalled its intention
to establish a national entity (ESWA) to take
charge of the SWM sector, under the auspices
of the Ministry of State for Environmental Affairs
(MSEA). The role of ESWA will be to catalyse
the development of the solid waste
management sector, as a national centre of
competence. It will take some time for ESWA to
become established as it requires Parliamentary
approval. As an interim measure an Integrated
Solid Waste Management Sector (ISWMS) will
be established within MSEA, developed from the
existing Central Directorate for Waste
Management. A Programme Management Unit
(PMU) has been established to oversee the
implementation of the NSWMP.
GIZ is implementing the technical assistance
part of the programme and is seeking an Intern
in support for achieving the following main work
streams:
• Building an enabling framework (institutions,
legislation, policy and strategic planning) for
Solid Waste Management in Egypt
• Building the capacities in four Governorates in
Egypt to implement extensive investment
programmes
• Develop and establish models for primary
waste collection and recycling
• Develop innovative economic instruments for
financial sustainability of the SWM sector
• Promote the integration of all relevant actors
(Government, private sector, civil society,
informal sector, etc) in decision making and
implementation of SWM systems
The internship will include, but is not limited to,
the following tasks:
• Provide general technical and administrative
support for the programme office
• Assist in managing various consultants related
to the programme
• Assist in technical short term assignments by
the MSEA
• Assist in improving cooperation with the four
participating governorates
• Support the programme team in the planning
and preparation of trainings and events
• Assist in managing and organizing existing
programme and SWM related documentation
and report into a accessible library.
Professional Experience
• Strong interest in environmental topics,
especially in SWM
• Strong interest in international development
cooperation
• High self-motivation and an ability to work
independently
• Good organisation and reporting skills
• Excellent command of MS-Office
• Excellent English and Arabic language skills,
German is a plus
Duration of the Internship
• The internship will have duration of 6 months,
preferably starting on the 15th of June 2014.
• Working days are from Sunday to Thursday (8
hours/day).
